Powers and Abilities:
Okay this is going to get really long, so bear with me. I'd like to start with things I would like Metal to keep:
1) Metal has copied the "data" of the sonic cast at least twice (once in the arcade fighting game, second in sonic heroes) and while he's lost all of the "powers" that came from that, his general aptitude for close combat likely comes from watching and imitating others fighting. Sonic and rouge for kicks, Knuckles for punches, Amy for wielding hammers (or hammer-adjacent objects) and the likes of Shadow/Espio/Vector would offer an overall increase in aptitude for throwing hands as well. Generally he'll still be able to defend himself if someone tries to punch him.
2) Being programmed to copy Sonic, he has all of Sonic's athleticism (even if he rarely has to use it since he can fly usually) so this translates to an extremely high level of skill in parkour. Wallrunning, kicking off walls, vaulting while running, etc. he could be the guy in "epic parkour compilation" youtube videos basically. He can even breakdance! He doesn't want to, but he can.
3) Metal's brain is likely one of the most advanced AI chips Eggman has ever made. This will basically let him retain his ability to react to situations really quickly...but having lost his super speed, it doesn't necessarily mean he'll actually be fast enough to make use of it while he's down to normie level. All this means is he'll be able to think on the fly really quickly.
4) Metal's an imposter robot! If he observes someone, he can imitate their mannerisms, personality and even voice perfectly, to the point it's extremely difficult to see through his act. This will be a lot less useful until he regains his shapeshifting ability, but just making a note it is something he's able to do.
5) Metal is excellent at piloting hovercrafts, mechs, hoverboards and because TSR is canon, he's a proficient race car driver.

With all that being said, here's the stuff he's losing.
Robot body: Metal will be humanized on entering the game! As a consequence of this, not only will he be all soft and squishy and angry about it (losing his superhuman strength and durability in the process), he won't have access to his jet engine, which lets him move even faster than Sonic (Mach 5 at minimum) but also allows him to fly freely through the air, even between planet to planet. He won't have his chest cavity, which lets him fire superheated plasma beams or scatter plasma orbs around.
He won't be able to use his black shield, which is a near impenetrable octahedral forcefield he can generate around his body. The tradeoff to this ability, however, is that he has to put everything into maintaining it and can't use his jet or even fight while it's up. He'll also be losing his plasma spark field, which lets him electrify his body to damage others on contact, and his v.maximum overdrive protocol, which lets him accelerate to quadruple his speed for a short period of time. This ability takes a few seconds to charge up and in the aftermath of using it, Metal's jet has to cooldown and as a result he slows to a crawl while recovering from the stress of using it on his systems.
Metal's internal engine is built to harness and maniuplate the latent energies of objects put inside of it; he can use chaos powers with a chaos emerald, the lost labyrinth treasure gave him the power to control electricity and he was even able to use the dark ring and phantom ruby (in two separate occasions) to assume giant transformed states with radically different abilities, Metal sonic Kai and Giga Metal respectively. These aren't items he'll have access to in-game, but if he does find anything similar in-game he'll be able to do something similar with them...when he regains the ability of course.
His most powerful and versatile ability (which I probably wont even bother with) is his ability to copy the data of others and integrate it into his system, granting him their skill and abilities. This can be something obvious like a fighting technique, but it can also be "powers" (like telekinesis or the ability to stop time) and even attributes like physical characteristics, such as adding someone else's super strength to his body on top of his own.

Lastly, I'd like to list abilities he once had as Neo Metal Sonic during Sonic Heroes, which he lost after the climax of the game when Eggman effectively factory reset him, because I want to make them available for potential regain as per the FAQ.
Firstly, Neo Metal was able to shapeshift; his body was composed of a silver, mercury-like substance that was able to reshape itself to perfectly imitate Sonic and Dr.Eggman. The facade was so perfect that of the entire Sonic cast, only Tails (who recognized the fake eggman robot Metal passed himself off as wasn't Eggman tech) and Vector (who is apparently the world's smartest detective) were able to work it out. I'll be using this to eventually give him back his old appearance. Metal has somewhat of a limit to this based on his mass (Eggman is 6ft tall, almost twice Metal's height) as when assuming his final boss formc metal overlord , he had to use the debris from a battleship he destroyed to build himself a body, then transformed into the head of his new body and attached himself to its neck in order to take control of it.
He ahould also possess the abilities he displayed as Overlord even in his regular form, just on a smaller scale; he can deploy his spines as homing missiles, fire damaging crystal projectiles from his mouth, fire his claws as projectiles that on contact trap their target in a crystal prison (which is near impossible to escape from within, but very easy for someone to break open from outside) and morph his arms into Omega's guns (he only used Omega's flamethrower, but he should be able to use his gatling gun and missile launcher arms as well).
Lastly, Metal had access to the "life form data" of the entire Sonic Heroes cast, as well as Chaos the god of destruction, the antagonist of Sonic Adventure 1. This should give him access to:
Hydrokinesis: Chaos' body was made up of water and it could manipulate it in a variety of ways; its amorphous structure made it highly resistant to physical damage, it could turn into a puddle to move around at high speeds, stretch out its limbs, freeze the air in a limited area, shoot powerful jets of water and even flood an entire city. Metal could hypothetically emulate all of these abilities using his shapeshifting, although he never actually did it.
Chaos abilities: From Shadow, if Metal got his hands on a chaos emerald, he could use the chaos control technique; it allows the user a quick, short range teleport or a long range one that takes more time to focus and execute. Chaos control also allows the user to stop time and in Metal's case he used it to stop time for 20 seconds. He could also use the chaos spear technique, which lets the user unleash a barrage of spearhead shaped energy attacks that can explode on contact or linger in the area and explode via proximity.
Generally, he has the data of Sonic, Knuckles, Tails, Shadow, Omega, Rouge, Amy, Big, Cream, Espio, Vector and Charmy. If I listed everything they have I'd be here all day, so I'm just gonna make a note of this here and then if I ever want to regain something from them we'll hash it out in the regain section.

1. Who is the person your character is most bonded with from their canon? Or who is someone they miss the most?
Okay so listen, you were probably expecting the answers to this to be about a positive relationship but as of Metal's current canon point, he doesn't have any positive relationships; eggman keeps him on a short leash because he's betrayed Eggman twice and he doesn't have any positive relationships with any of the protagonists, so.
With that being said? The "most bonded to" answer is Sonic. But it isn't out of fondness, he doesn't even like the guy; but it can't be understated how tied to Sonic that Metal's entire existence is. He was designed to kill Sonic, to surpass him, to overcome him. He was programmed with Sonic's personality data so he can actually predict what the guy will do in advance, while Sonic canonically displays a degree of this in return. Even after his ego (which word of god confirms he has, from Sonic's data) evolved into real sentience and Metal gained the freedom to do as he pleased, he still organised a high stakes world takeover plot that still revolved around trying to defeat Sonic by turning into a literal machine god...dragon. Because he's a very Logical Machine he doesn't believe in destiny, but if he did he'd definitely say their fates are intertwined.
2. What are they most afraid of?
During his final boss battle in Sonic Heroes, Metal declares "I won't be afraid of anything, ever again!!" upon achieving godhood, without clarifying. But we can actually extrapolate on this a bit with background character details; we know in the classic era, Metal used to be deployed a lot. Between CD and Sonic 4, he was left on little planet for 11 months after Eggman was more focused on escaping Sonic than rescuing his new broken robot. He built a new line of "Mecha" Sonics (the distinction is important) as replacements, but ultimately they were broken and destroyed. Metal was eventually retrieved, but after a few defeats he was kept in stasis during the adventure games when Eggman teamed up with Chaos and Shadow instead, directly after which Metal starts his rebellion.
So, it seems as if Metal's hyperfixation on surpassing Sonic isn't entirely irrational; he's seen what happens to robots who fail his creator and he's even been replaced once or twice by a god of destruction and a bio organic weapon. He's afraid that if he can't accomplish the purpose for which he was programmed, he could be scrapped and forgotten; that so long as Sonic exists, he can't truly live as his own entity divorced from just being "sonic's angry robot counterpart". So long as he's on Eggman's leash, there's always the chance he'll build a better robot and decide to replace him. So Metal's greatest fear is an existential one, of having nowhere to truly belong and never being able to escape the shackles of why he was built to begin with.
3. What is their weakness? Emotionally, mentally and physically?
Metal and Sonic share a very narrative driven rivalry; Metal is powerful, with speed and strength surpassing Sonic, a laser beam and a supercomputer brain. Conversely, while Sonic is also powerful, he's much stronger than Metal, in terms of his personality. Sonic has the drive to succeed and the strength of his friends backing him, sometimes literally - almost all of Metal's boss fights are canonically 2-v-1 - while Metal has nobody, given Eggman doesn't support Metal but rather uses him like a tool or a weapon. While Metal can do a lot by himself, his inability to embrace other people is his greatest weakness; he can't ever make up for his flaws, which he'd like to believe he doesn't have, by teaming up with others who can make up for them. He can't mend the emotional hole in his robotic heart because he doesn't really understand the whole concept of "joie de vivre", so he was only able to try and achieve self fulfillment by obtaining a needless amount of extra power. To put it simply: it's his lack of a "heart" and the understanding that comes with it and as a weapon, his only conclusion was that becoming more and more powerful would somehow help. Spoilers: it didn't.
4. What would make them happiest?
At his current canon point, Metal doesn't know what would make him happy, but he thinks he does - destroying Sonic. In an objective, literal sense however, being able to live a little, make some friends and appreciate new things would broaden his horizons in ways he wasn't programmed to understand, but if he could do these things it would open up new avenues for him to try and mend the empty hole where his digital heart is. Given being built as a weapon, he can only really think as a weapon, in terms of power and conquest and battle - he needs to realise that now that he's properly sentient, there's so much more to life than killing.
5. What’s their type for a lover?
uhhhhhh tbh i think if he met someone who would figuratively hold his hand and patiently guide him through all this "being alive" stuff while also being firm enough to challenge him when he's Being Wrong and ultimately accept him for who he is (without letting him Be Who He Is in the ways that make him take steps back in developing) and saw him as more "metal" than "metal sonic" he probably could develop little digital dokis tbh. hard to imagine but still
